On January 28, 2025, the Collective Management Regulations, 2025 came into force in Nigeria under the authority of the Copyright Act, 2022. Relationship with Users and Other CMOs CMOs must provide users with accessible licensing terms and tariffs. They can form reciprocal representation agreements with local or international CMOs. Disputes are subject to the Commission’s Dispute Resolution Panel.

Ethical Conduct and Sanctions The Regulations outlaw several unethical practices—like licensing works outside one’s repertoire or withholding data from members. Non-compliance attracts administrative fines ranging from ₦200,000 to ₦500,000, and daily penalties for continued breaches.
